Tom Palmer talked about the role of government in society, as well as the historical origins and evolution of states and government. He outlined the history of government beginning with the “predatory state” to contemporary notions of sovereignty. Following his remarks he answered questions from the audience. This speech was part of a Cato Institute forum on economic and political issues.
